GOST – SR : State Registration Certificate

(1)   Brief

2010년 7월 1일 러시아와 러시아 권역국가(CIS)인 Bielorussia 그리고 Kazahastan간에 체결된 관세동맹조약에 따라 위생, 전염병 인증서(Sanitary-Epidemiological Certificate)의 인증제도는 폐지되었고 대신 관세동맹 위생등록 인증서(The Customs Union Hygienic Registration Certificate)의 인증제도가 대신하게 되었습니다.

이 인증서는 제품이 러시아와 관세 동맹을 체결한 국가들의 위생과 전염병 요구사항에 대한 공통적 요구사항에 적합함을 입증하는 것으로써 각 국가의 공통적 요구사항만을 발췌한 요구조건이기에 이전의 요구사항에 비하여 합리적인 요구사항으로 기술되어 있습니다.

이 관세동맹 위생등록 인증서(The Customs Union Hygienic Registration Certificate)는 2010년 제도 변경으로 국가등록인증서(GOST-R State Registration Certificate 또는 The Certificate of State Registration)로 변경되어 운영되고 있습니다.

러시아의 경우, The Federal Service on Customer’s Rights Protection and Human Well-Being Surveillance (Rospotrebnadzor)에서 인증의 발행을 관장하고 있으며 같은 성분으로 구성되고 같은 공정기술로 생산된 동종품을 포함하여 단일품목(Single Merchandise Category)으로 인증됩니다.

이 인증서를 취득하기 위해서는 GOST-R Certificate나 또는 GOST-R Declaration of Conformity인증서를 함께 취득하여야 하는 경우도 있습니다.

2010년 7월 1일  이전에 발행된 러시아의 Sanitary-Epidemiological and National State Registration Certificate를 보유하고 있는 경우는 2012년 1월 1일까지 러시아 국가 내에서만 유효합니다.

State Registration Certificate의 인증대상 품목은 Decision No. 299 of the Customs Union Commission dated May 28, 2010 ; amended by Decisions of the Customs Union Commission No 341  of 17.08.2010, N 383 of 20.09.2010, N 432 of 14.10.2010, N 456 of 18.11.2010에 기제되어 있으며 품목 별로 등록처가 지정되어 있습니다.

(2)     List of Objects

각 Federal Service의 지역 사무국에서는 아래 품목에 대해서 인증서를 발행합니다.

A)      bottled mineral water, except the water for children;어린이를 위한 물을 제외한 병입 광천수
B)      alcoholic beverages, including the alcoholic beverages, all low concentration of alcohol, beer; 낮은 도수의 모든 술, 맥주를 포함한 알코올성 음료
C)     soft drinks; 비알콜성 음료
D)     cosmetic products, except the professional cosmetic products (self-tanning creams, skin whitening products, no injection temporary tatoo products), personal hygiene products, hair care products (except the color depositing shampoo), chemical hair straightening products; 전문화장품(선텐크림, 피부미백용품, 비주입식 임시 문신용품),개인위생용품, 머리카락손질용품(색소잔류삼푸), 화학적 머리카락 손질용품
E)     household chemical products; 가정용 화학제품
F)     articles intended to come into contact with the foodstuff (except the kitchen utensils and tableware, pottery, process equipment); 음식물과 접촉하는 것(부엌용 기구와 식기, 단지, 공정 장비를 제외)
G)    personal hygiene products for children and adults; articles for children under 3 years of age: sanitary equipment, clothing (first layer); 어린이와 어른을 위한 개인위생용품;3세이하 어린이 용품;위생장비, 의류H)     children’s food products between age 3 and 14 years;3세와 14세 사이의 어린이용 음식물
I)       paints, varnishes, anchors sealants,:페인트, 니스, 충진제, 하도제

• 이 외의 많은 대상품목이 Federal Service의 중앙사무국에서 인증서를 발행하고 있습니다.

(3)     Validation

과거 취득한 위생인증서는 2012년 12월까지 유효합니다. 그러나 새 제도로써 운영되는 State Registration Certificate는 유효기간이 없으나 인증 받는 주체에 따라 비용 또한 많은 차이를 보이고 있습니다.

A)     러시아 권역 내의 제조자나 수입자가 인증을 취득하게 되면 이 수입업자가 추후 수출시의 계약에도 사용이 가능합니다.

B)     러시아 권역 외의 제조자가 인증을 취득하게 되면 러시아 권역내의 수입자에게 사용 할 수 있습니다.

(4)     Turnaround Time

제품의 특성에 따라 다르지만 샘플테스트 기간을 포함하여 1.5~2개월 정도 소요됩니다.
